If you are just starting out in the bait selling business here is an approach to consider.
Since the stores located near larger rivers or lakes already have bait supplies in place, concentrate on the secondary market.
Check with your local fish and game department to find smaller creeks and streams in your area that are public access.
Then take your bait to these locations and see how the fish react to your bait there. As you fish do it "CPR" style.
CPR is angler-speak for "Catch, Photograph and Release.
After you have established "honey hole" fishing spots open to public access, seek out a "gas and go" convenience store within 5 miles of the "unknown" site.
Make a display featuring the pictures of your catch and set up a "mini tackle shop" in the store on consignment with the owner.
in the tackle corner , stock a few inexpensive cane poles, bobbers , sinkers and hooks by your photo display of the trips with a short essay of the success of the "honey hole".
Make sure the store proprietor has maps showing how to get there so he can share the information as he sells a package of your bait.
The main purpose of the small tackle center is as dress up for the photo display, but occasionally you will sell a cane pole to somebody taking a few hours from a hectic schedule and happy to drop $10 to spend a few hours on a quiet creek bank.
