I just used hand written index card ads placed on area gas station and garden center community bullitin boards and word of mouth when I was selling wormcast.
For bait sales, I would just cold call on gas stations without bait sales and offer to supply bait worms and a small fishing tackle display on a 50/50 consignment set up.
